The plant typology called "Eciente system of Users" was introduced by Legislative Decree 115/08 S.M.I. establishing the obligation for the authority to denire the operative modalities for the related regulation.
After three public consultation procedures (DCO 33/11, DCO 183/2013/E/eel, DCO 209/2013/R/Eel), in December 2013 the decision was issued on 12 December 2013 578/2013/R/EEL-Annex A, bearing "Integrated text of the provisions Of the authority for electricity and Gas for the regulation of simple production and Consumption systems "(hereinafter TISSPC), with which the related services of connection, measurement, transmission, distribution, dispatching and sale have been normed.

The authority, in particular, has included the HUS within the simple production and consumption systems (hereinafter SSPC), as can be seen from the Gura schematized below

- Free loan concession for coverage areas for the management period
- Construction, maintenance and management completely at the expense of the UNESCO
